Organizations have to pay 1.8 - 2.25 million VND when appraising documents to transfer instead of 950 - 1.65 million VND as before. Ho Chi Minh City adds religious agencies and establishments to the group that must pay this fee.

Explaining the above fee, Chairman of the City Peoples Committee Phan Van Mai said that the old fee is only applicable to 33% of the objects and workload of the appraisal. The remaining 67% of subjects and workloads still have no collection level. In addition, the old level of revenue does not guarantee the basic expenditure level and lacks receivables according to the new regulations of the Ministry of Finance.

Specifically, with the guaranteed transaction fee for personal records from 80,000 VND (mortgage) and 20 thousand VND (mortgage removal) will increase by 630 - 900 thousand VND, for organizations, the new fee is 1.5 - 1.8 million VND/document.
